SacMoves support SMART investment ideas

SacMoves Coalition supports the investment strategies represented by the Affordable Housing, Clean Transportation, and Climate Action Act of 2026 one-page summary, as developed by SMART (and many partners).

SMART has asked that the member organizations and individuals of SacMoves promote the investment ideas to their membership and contacts.

SacMoves discussed a text summary of the proposed ballot measure, and is generally in support of that as well, but had many questions to be addressed in future coalition meetings. That document is not available to the public at this time, but if you are interested, you may contact Steve Cohn of SMART at steve@stevecohn.org. A draft ordinance has also been developed but is not yet available to the public. If this measure appears on the November 2026 ballot, it would very likely be a citizen’s initiative, requiring only a simple majority (50%+1) to pass.

SacMoves is aware of two other potential funding efforts:

  • Sacramento Transportation Authority is considering a sales tax ballot measure, similar to but improved over the existing Measure A. They are early in the discussion process, so do not have anything to share at this time.
  • SacRT is considering a transit measure that would raise funds for capital and operations. It might include first mile/last mile improvements to the transportation network, and might include housing if directly related to transit. It would not likely be a county-wide measure, but focused on specific cities. Some information on funding options is available from a SacRT presentation in February 2024.

SMART developed a funding overview of transportation funding mechanisms in May 2023 (for a potential November 2024 ballot measure which will not happen). It may be of interest to people thinking about funding options for the investment strategies presented here.
