In 2023, when coalition member SMART and Mayor Darrell Steinberg were developing a potential citizen initiative called Measure C, which would include transportation and housing, perhaps for just the City of Sacramento, or perhaps for the county, a team of people including Emel Wahdwani developed a funding alternatives document to help with planning.

SacMoves has revised that document, and is making it available to the coalition for comment. Though we acknowledge the work that went into the 2023 document, we take responsibility for this revision and any errors. The most significant change is that a regional tolling authority, CARTA (Capitol Area Regional Tolling Authority) has now been established and will be used for the Yolo80 project, probably for I-5 north of Sacramento, and potentially for all freeways in the region. Tolling is a source of revenue for maintaining freeways, and generating some excess that could be used for other transportation purposes including transit.

We are NOT wanting a discussion of which alternatives are best, though that may happen eventually. What we are looking for is comments about missing but practical funding sources, errors in the text or links, and updated information. If you have comments, please email them to sacmoves.coalition@gmail.com. If you respond by August 11, your input may be included in a second draft. We will announce that draft at the August 15 meeting, but will not be discussing it.
